The user uses the Eye of Insight to visually slow down tim allowing the user to see things in slow motion. This gives the user a chance to predict another persons movements and counter. Even movements enhanced by speed magic are slowed down to average speed by the spell. The user also seems to be able to choose how much they wants to slow down their vision.
